Constitutional Officers Budgets and Salaries  Constitutional Officer Salaries

The salaries shown on this page are established by the General Assembly, and are the MINIMUM amounts that must be paid to the Constitutional Officers by the local government, and reimbursed by the Compensation Board.  The salary shown on this page may NOT be the actual salary of a specific Constitutional Officer for a number of reasons:

  • Many local governments have authorized a salary supplement, paid from local funds, for the Constitutional Officer;

  • Constitutional Officers which serve more than one jurisdiction may receive a higher salary; and

  • The salary of an incumbent officer may not be reduced as a result of a decrease in the population of the jurisdiction served; a newly elected/appointed officer would, however, receive the reduced salary.

Information regarding the actual salary of a specific Constitutional Officer may be obtained from the Constitutional Officer or the local jurisdiction in which they serve.

Principal Officers Salary from the 2012 Appropriation Act

Sheriffs

59-A.1. The annual salaries of the Sheriffs of the several counties and cities of the Commonwealth shall be as hereinafter prescribed, according to the population of the city or county served and whether the Sheriff is charged with civil processing and court room security responsibilities only, or the added responsibilities of law enforcement or operation or a jail, or both.  Execution of arrest warrants shall not, in and of itself, constitute law enforcement responsibilities for the purpose of determining the salary for which a Sheriff is eligible.

2. Whenever a Sheriff is such for a county and city together, or for two or more cities, the aggregate population of such political subdivisions shall be the population for the purpose of arriving at the salary of such sheriff under the provisions of this Item and such sheriff shall receive as additional compensation the sum of one thousand dollars.

Commonwealth's Attorneys

63-A.1. The annual salaries of attorneys for the Commonwealth shall be as hereinafter prescribed according to the population of the city or county served except as otherwise provided in §15.2-1636.12, Code of Virginia.

2. The attorneys for the Commonwealth and their successors who serve on a full-time basis pursuant to §15.2-1627.1, 15.2-1628, 15.2-1629, 15.2-1630 or 15.2-1631, Code of Virginia shall receive salaries as if they served localities with populations between 35,000 and 44,999.

3. Whenever an attorney for the Commonwealth is such for a county and city together, or for two or more cities, the aggregate population of such political subdivisions shall be the population for the purpose of arriving at the salary of such attorney for the Commonwealth under the provisions of this paragraph and such attorney for the Commonwealth shall receive as additional compensation the sum of one thousand dollars.

Clerks of the Circuit Court

64-A.1. The annual salaries of Clerks of Circuit Courts shall be as hereinafter prescribed.

the population for the purpose of arriving at the salary of the circuit court clerk under
the provisions of this Item.

Treasurers

65-A.1. The annual salaries of Treasurers, elected or appointed officers who hold the combined office of City Treasurer and Commissioner of the Revenue, or elected or appointed officers who hold the combined office of County Treasurer and Commissioner of the Revenue subject to the provisions of §15.2-1608.1, Code of Virginia, shall be as hereinafter prescribed, based on the services provided, except as otherwise provided in § 15.2-1636.12, Code of Virginia.

2. Provided, however, that in cities having a treasurer who neither collects nor disburses local taxes or revenue or who distributes local revenues but does not collect the same, such salaries shall be seventy-five percent of the salary prescribed above for the population range in which the city falls except that in no case shall any such treasurer, or any officer whether elected or appointed, who holds that combined office of city treasurer and commissioner of the revenue, receive an increase in salary less than the annual percentage increase provided from state funds to any other treasurer, within the same population range, who was at the maximum prescribed salary in effect for the fiscal year FY 1980.

3. Whenever a treasurer is such for two or more cities or for a county and city together, the aggregate population of such political subdivisions shall be the population for the purpose of arriving at the salary of such treasurer under the provisions of this Item.

C.1. The Compensation Board may increase the annual salary in paragraph A.1. of this Item following receipt of the Treasurer's certification that the minimum requirements of the Treasurers' Career Development Program have been met, provided that such certifications are submitted by Treasurers as part of their annual budget request to the Compensation Board on February 1 of each year.

Finance Directors

64-A.1. The annual salaries of  elected or appointed officers who hold the combined office of City Treasurer and Commissioner of the Revenue, or elected or appointed officers who hold the combined office of County Treasurer and Commissioner of the Revenue subject to the provisions of §15.2-1636.17, Code of Virginia, shall be as hereinafter prescribed, based on the services provided, except as otherwise provided in § 15.2-1636.12, Code of Virginia.
